Where Ofcom1 proposes to grant a licence2 to provide a national radio multiplex service3, it must publish, in such manner as it considers appropriate, a notice (a 'tender notice')4:
(1)ÌýÌýÌýÌý stating that it proposes to grant such a licence5;
(2)ÌýÌýÌýÌý specifying the frequency6
