Written objection1 to ship, passenger and goods dues2 imposed by a harbour authority3 at a harbour which, in the exercise and performance of statutory powers and duties, the authority is engaged in improving, maintaining or managing4 may be lodged with the Secretary of State5 by a person appearing to the Secretary of State to have a substantial interest6, or by a body representative of persons so appearing7.
