Unitary authority definition

What does Unitary authority mean?

A local authority which itself conducts the functions which would otherwise be discharged separately in non-metropolitan areas by county councils and by district councils.

These include: education, social services, highways, environmental and cultural services, refuse collection and parks. Powers under the Local Government Act 1992 and the Local Government and Public Involvement in Health Act 2007 to make structural and boundary changes have enabled various unitary authorities to be created.
