The Department for Energy Security and Net Zero (DESNZ) has published updated supplementary environmental impact assessment (EIA) guidance on assessing the climate effects of scope 3 emissions from offshore oil and gas projects. The guidance clarifies how offshore oil and gas developers should assess the global environmental impacts of proposed projects in already licensed oil and gas fields. This follows the Supreme Court’s ruling in Finch v Surrey County Council [2024] UKSC 20, which required the local authority to consider the impact of downstream emissions from burning extracted oil and gas as part of the EIAs in an onshore oil and gas development.
