(1)     Her Majesty may by Order in Council apply [the applicable provisions of any of the Carriage by Air Conventions], together with any other provisions of this Act, to carriage by air, not being carriage by air to which the [Convention in question] applies, of such descriptions as may be specified in the Order, subject to such exceptions,
